He climbed quickly up the narrow chalky path, and at the top left it to tramp over the turf. Here he was on an eminence that commanded miles of open country, empty and yet brimful of this invasion of renewed life that combed through him like a swirl of sea-water through the thickets of subaqueous weed. His back was to the cup of hills round which Bracebridge clustered, and turning round he looked at it with a curious sense of detachment. There were the spires of the Cathedral, and hardly less prominent beside them the terra-cotta cupolas of the Stores. He wanted one as little as he wanted the other, and turned westwards, where the successive lines of downs stretched away like waves of a landless sea. Then he stopped again, for from a tussock of grass not fifty yards from him there shot up with throbbing throat and down-beating wings a solitary lark.{233} Somewhere in that tussock was the mate to whom it sang. "Isidore won't come," Balmayne said, curtly. "Are you nervous tonight?" Bruce asked. There were yelling in the street below. As they passed their raucous cries uprose so that from the babel some sense could be made-- "Then, why did you want to stay at the man's house?—what brought you here?" For neither house nor city flanked with towers how their conversation will bore their husbands, unless they Larry nodded in his calm, half-serious way. “And how!” Jeff nodded. “Now, that-there Everdail necklace that was in his side of the family for generations—that wasn’t took out of the safe-deposit box once in a lifetime, hardly. Most generally the missus wore a good paste imitation.” Landor turned to the citizen. "Where is your bid, Mr. Lawton?" The spoils of the rancheria were varied, and some of them interesting as well. There were quite a hundred mules and horses, and there was money, to the sum of five thousand dollars or more. Also there were gold and silver watches and clothes and saddles and bridles—all the loot of the unhappy haciendas and pueblas down on the flat. But the most treasured of all their possessions was a little photograph album which had begun its varied career in the particular home of the misguided Indian philanthropist, Boston. "Again I hope I am not in your way. I've been over to see the carter's widow at Socknersh—he died two days ago, you know, and she hasn't a penny to go on with. Then when I saw the storm coming I thought I would take a short cut home across the fields; I was caught after all—and here I am!" "Well, I'm justabout ashamed of you, and I w?an't have anything to do with it." "Monk!—I have read my lord abbot's letter, and it would seem that he ought to have known better than interfere in such a matter. My child has been poisoned—the evidence is clear and convincing—why, therefore, does he make such a demand?" "To Hailes.—But when all is ready, I must go up the lane yonder," pointing to the right—"'tis but a step, and fetch Stephen Holgrave—and the poor fellow shall go with us to see his mother buried as she ought to be." "Lie there, for a dog—to strike at a man with a dagger!" said Tyler, as he took up his sword, and muttering something about "if it was not for the sake of the prophet," strode hastily away. And there was little time for delay; the atmosphere of the place was becoming quite insupportable, and the flames were spreading with such rapidity, that the smith, half stupified and scorching, had enough to do to escape from the mischief he had kindled. China releases white paper on arms control in new era
(Xinhua) 10:19, November 27, 2025
BEIJING, Nov. 27 (Xinhua) -- China's State Council Information Office on Thursday released a white paper titled "China's Arms Control, Disarmament, and Nonproliferation in the New Era."
The white paper said that China plays a constructive role in international arms control, disarmament, and nonproliferation, and actively offers its initiatives and solutions.
China has been and will always be a builder of world peace, a contributor to global development, and a defender of the international order, it said.
The white paper was released to comprehensively present China's policies and practices on arms control, disarmament, and nonproliferation, and its position on security governance in emerging fields such as outer space, cyberspace, and artificial intelligence.
It was also to restate China's commitment to safeguarding world peace and security, and to call on countries around the world to work together for international arms control.
The white paper noted that China is committed to upholding the international arms control regime with the United Nations (UN) at its core. It works to promote global governance in arms control, supports all efforts to build a world of lasting peace and common security, and serves as a key promoter of international arms control.
It also noted that as a permanent member of the UN Security Council, China has actively safeguarded the authority and effectiveness of the international arms control regime, played a constructive role in multilateral arms control in the nuclear, biological, chemical and other fields, and conscientiously performed its duties prescribed by international arms control treaties, making its due contribution to international arms control.
Emerging fields such as outer space, cyberspace, and AI represent new frontiers for human development. They create a new focus of strategic security, and new territories of global governance, the white paper pointed out.
China proposes that with the universal participation of all countries, the UN should play a pivotal role in fostering a global governance framework and standards for emerging fields based on broad consensus, while increasing the representation and voice of developing countries, it added.
The white paper stressed that China continues to build its domestic nonproliferation capacity, actively participating in the international nonproliferation process, promoting international cooperation on peaceful uses of science and technology, and facilitating the improvement of global nonproliferation governance.
Chinese modernization follows the path of peaceful development, and China's growth contributes to the growth of the world's peaceful forces. China stands ready to work with all peace-loving countries to build an equal and orderly multipolar world and promote universally beneficial and inclusive economic globalization. It will consolidate and develop the UN-centered international arms control regime, work with all parties to build a community with a shared future for humanity, and create a brighter future for all, according to the white paper.
